Tom Culbert served in the military for 21 years, five as a diplomatically accredited pilot in Egypt, Cote d'Ivoire, Niger, Ghana, Benin, Togo, and Burkina Faso. He later spent six years at the Pentagon, working on Africa policy and planning issues at Headquarters, U.S. Air Force Staff, the Joint Staff, and in the Office of the Secretary of Defense (International Security Affairs-Africa). In 1991 Mr. Culbert founded Aviation Informa-tion Research Corporation (AIRC), which provides consulting services for contemporary and historical issues to leading firms and individuals involved in all sectors of the avia-tion industry.

His book PAN AFRICA recounts the history of American civilians de-ployed in August 1941 by Pan Am to build the Takoradi-Cairo supply route across Af-rica. Through his extensive research, he has uncovered the true history of African American GI's who served in Liberia West Africa during World War II.
