It was built for skateboards, Roller Blades, and BMX Bikes whose owners can, and wish to, do or practice tricks.

University of Wisconsin-Superior rules and Chapter UWS 18.06 regulations:

On the UW-Superior campus, skateboard and Roller Blade riding are allowed on flat sidewalks and parking lot areas away from pedestrians and parked vehicles only.
Roller Blades, etc. are not allowed to be used inside any University building. (See below)
Safety is always our main concern.

Chapter UWS 18.06 CONDUCT ON UNIVERSITY LANDS (29) SKATEBOARDS, ROLLER SKATES AND ROLLER BLADES. No person may skateboard, roller skate, or use roller blades or any other similar wheeled device in or on university buildings, or on sidewalks, roadways or parking areas on university lands, except in areas designated for this purpose by the chief administrative officer.
