Partnership Agreement for UW-Superior Students (PASS Agreement)

As required by the Universities of Wisconsin, students need to have a Partnership Agreement for UW-Superior Students (PASS Agreement) on file before they begin any undergraduate or graduate internship, academic service-learning, community-based research, volunteering, field work, practicum, clinicals, student-teaching, capstone, or other types of community engagement experiences with an external organization.

At UW-Superior, all PASS Agreements are facilitated through the Link Center.

What does a PASS Agreement do?

A PASS Agreement protects students from any risk and liability that could arise while they are serving and/or working with an external community partner. This work can be in person or virtual. The liability of the University is governed and limited by Wis. Stat. §§ 893.82 and 895.46.

How long is the term set for a PASS Agreement?

Typical PASS Agreements’ terms are set for 5 years; however, should a community partner request a change to this, that is amenable. The 5-year period is the most typical because then other students can also be covered under that same agreement for those 5 years.

Who signs a PASS Agreement?

For a community partner, an Executive Director, CEO, Superintendent, etc., signs on behalf of their organization. This can differ from organization to organization. Should a signer need to be changed, reach out to the Link Center at [email protected]. At UW-Superior, the Vice Chancellor for Administration & Finance signs on behalf of the university.

Can a community partner request changes to the agreement?

Yes, a community partner can request changes to the agreement by reaching out to the Link Center at [email protected]. Any requested changes will be reviewed by UWS’s Vice Chancellor and System Legal and need to be agreed upon by all parties before proceeding with signature.

Who initiates a PASS Agreement?

For many Academic Departments on campus, either a student or faculty/staff will request a PASS Agreement from the Link Center. If you’re unsure, reach out to the Link Center at [email protected].

How is this processed?

The Link Center team reviews PASS Agreement requests they receive and submits a DocuSign form. If an agreement is already on file, Link Center staff will share this information with the student and/or faculty/staff member. If a new agreement is needed, the Link Center staff will confirm when it is fully executed to the student and/or faculty/staff member.
